Hakan Fidan is a Turkish intelligence officer, academic, and senior statesman who served for more than a decade as the head of Turkey’s national intelligence apparatus before being appointed Minister of Foreign Affairs in 2023. Following his graduation from the Turkish Land Forces Communications School, he also completed training at the Foreign Languages School. During his military career, he was assigned for three years to the NATO Rapid Deployable Corps Headquarters in Germany, a posting that significantly shaped his exposure to international security cooperation and alliance-based military intelligence.

Academic Formation and International Exposure

While stationed in Germany, Hakan Fidan completed his undergraduate education at the University of Maryland University College, earning degrees in Management and Political Science. After concluding his compulsory military service, he left the Turkish Armed Forces in 2001 and pursued advanced academic studies at Bilkent University.

He completed both his master’s and doctoral degrees in International Relations. In 2003, Hakan Fidan was appointed President of the Turkish Cooperation and Coordination Agency (TİKA). He served in this role until 2007, overseeing Turkey’s expanding development and aid initiatives across the Balkans, Central Asia, the Middle East, and Africa.

Leadership of the National Intelligence Organization (MİT)

On 17 April 2009, Hakan Fidan was appointed Deputy Undersecretary of the National Intelligence Organization (MİT). On 25 May 2010, he succeeded Emre Taner as Undersecretary of MİT, following Taner’s retirement due to age limits.

At the age of 42, Fidan became the youngest individual ever appointed to the position. Historically, until 1992, the leadership of MİT had been reserved for lieutenant generals. After Sönmez Köksal, Fidan became the second civilian figure appointed from outside the organization’s traditional hierarchy.

One day later, on 10 March 2015, he returned to his position as head of MİT, continuing his leadership of the organization without interruption until 2023.

Minister of Foreign Affairs

On 3 June 2023, Hakan Fidan was appointed Minister of Foreign Affairs in the new Presidential Cabinet announced by President Recep Tayyip Erdogan. He succeeded Mevlüt Çavuşoğlu in the post, marking a significant transition from intelligence leadership to formal diplomatic authority.

Following his appointment, İbrahim Kalın was named as the new head of the National Intelligence Organization, succeeding Fidan. As Foreign Minister, Hakan Fidan has continued to shape Turkey’s foreign policy with a security-oriented, strategic, and intelligence-informed approach.
