White House unveils Gaza Governing Board bringing together global political, security and financial figures
The White House has unveiled the governance framework and key figures of the Gaza Peace Board, a central component of the second phase of Donald Trump’s Gaza peace initiative. The structure brings together senior political leaders, diplomats, military officials and influential figures from global finance, reflecting Washington’s attempt to anchor Gaza’s post-war transition in a broad international framework.
According to the White House, the initiative is designed to supervise Gaza’s interim administration and reconstruction through a committee of Palestinian technocrats, while strategic oversight and international coordination will be handled by several interlinked boards. Officials said each member will be responsible for roles “critical to Gaza’s stability,” though the precise division of responsibilities has yet to be clarified.
At the top of the structure sits the Board of Peace, envisioned as a leaders-level political body chaired by Donald Trump. While Trump’s role as chair has been confirmed, the White House has not yet disclosed the full list of leaders who will take part in this top-tier forum.
Day-to-day governance and technical administration in Gaza will be handled by the National Committee for the Administration of Gaza (NCAG). The committee will be chaired by Dr. Ali Sha’ath and composed of 15 technocratic members, all from Gaza, tasked with managing civilian affairs during the transitional period.
Strategic direction for the overall initiative will be shaped by the Executive Board of the Peace Board, which includes U.S. Secretary of State Marco Rubio, Trump’s special envoy Steve Witkoff, former senior White House adviser Jared Kushner, former UK prime minister Tony Blair, U.S. investor Marc Rowan, global finance executive Ajay Banga and U.S. businessman Robert Gabriel. The board is expected to play a key role in aligning political objectives with economic and reconstruction planning.
The position of Gaza High Representative will be held by Nikolay Mladenov, the former UN envoy. Mladenov will also sit on the Executive Board and act as the main conduit between the Palestinian technocratic committee and the international leadership structures of the peace initiative.
Security coordination will fall under the authority of Major General Jasper Jeffers, who has been appointed commander of the planned International Stabilization Force, a key element of the proposed transition framework.
Alongside these bodies, the Gaza Governing Board has been established to support both the Office of the High Representative and the NCAG. Its members include Steve Witkoff, Jared Kushner, Hakan Fidan, Ali Al-Thawadi of Qatar, Hassan Rashad of Egypt, Tony Blair, Marc Rowan, UAE minister Reem Al-Hashimy, Nikolay Mladenov, Yakir Gabay and Sigrid Kaage.
In its announcement, the White House said the multi-layered governance model was designed to allow security arrangements, reconstruction efforts and political transition to move forward in parallel. Analysts note, however, that significant questions remain over decision-making authority, accountability and how this complex structure will operate on the ground in one of the world’s most politically sensitive and fragile environments.
