Early Life and Education
Anders Fogh Rasmussen was born on January 26, 1953, in Ginnerup, a village on the Jutland peninsula in Denmark. He grew up on a farm with his parents, Knud Rasmussen and Martha Rasmussen, and his brothers, Jørgen Fogh Rasmussen and Peter Fogh Rasmussen.
He attended Viborg Katedralskole, completing his secondary education in 1972. During his school years, he became involved in youth politics through the Liberal Party's youth organization.
He studied economics at Aarhus University and graduated in 1978 with a Master of Science degree in Economics.
Early Political Career
Anders Fogh Rasmussen joined Venstre, Denmark's Liberal Party, as a young man. Between 1974 and 1976, he served as national chairman of the party's youth organization.
In 1978, at the age of 25, he was elected to the Folketing, the Danish Parliament. He remained a member until April 2009.
During the government of Prime Minister Poul Schlüter, Rasmussen served as Minister for Taxation from September 10, 1987, to November 19, 1992. He also held the position of Minister for Economic Affairs from December 18, 1990, to November 19, 1992.
As Minister for Economic Affairs, he participated in European negotiations concerning the Maastricht Treaty, which established the framework for the European Union and the development of the euro.
After leaving ministerial office in 1992, he continued working in parliamentary opposition. In 1998, he succeeded Uffe Ellemann-Jensen as leader of Venstre.
Prime Minister of Denmark, 2001–2009
Following the Danish parliamentary election of November 2001, Anders Fogh Rasmussen formed a coalition government between Venstre and the Conservative People's Party. He became Prime Minister on November 27, 2001, succeeding Poul Nyrup Rasmussen.
His government depended on parliamentary support from the Danish People's Party and introduced changes to taxation, immigration policy, and public administration.
During Denmark's presidency of the European Union in the second half of 2002, Rasmussen chaired negotiations that resulted in agreement on the accession of ten countries to the European Union. The negotiations were concluded at the Copenhagen European Council in December 2002.
His government supported the United States-led military intervention in Iraq in 2003, and Denmark contributed forces to the conflict. The decision generated political debate within Denmark.
Rasmussen's coalition retained power following the parliamentary elections of February 2005 and November 2007.
He remained Prime Minister until April 5, 2009, when he resigned after being selected as the next NATO Secretary General. He was succeeded by Lars Løkke Rasmussen.
The Muhammad Cartoons Controversy and NATO Appointment
In September 2005, the Danish newspaper Jyllands-Posten published twelve cartoons depicting the Islamic prophet Muhammad. The publication led to protests and diplomatic disputes involving Denmark and several Muslim-majority countries.
As Prime Minister, Anders Fogh Rasmussen defended the principle of press freedom and maintained that the Danish government did not control the editorial decisions of independent newspapers.
The controversy later became a factor in discussions surrounding his nomination as NATO Secretary General.
At the NATO Strasbourg–Kehl Summit in April 2009, Turkey initially opposed his appointment, citing his handling of the cartoons controversy and Denmark's approach to the Kurdish television station ROJ TV. Turkish authorities had accused the broadcaster of supporting the Kurdistan Workers' Party (PKK), an organization designated as terrorist by Turkey, the European Union, and the United States.
Following discussions involving United States President Barack Obama and other NATO leaders, Turkey withdrew its opposition. The agreement included assurances regarding Turkish representation in senior NATO positions.
On April 4, 2009, NATO member states formally agreed to appoint Rasmussen as the organization's next Secretary General.
Secretary General of NATO, 2009–2014
Anders Fogh Rasmussen assumed office as the 12th Secretary General of NATO on August 1, 2009, succeeding Jaap de Hoop Scheffer.
His tenure coincided with NATO military operations in Afghanistan, the 2011 intervention in Libya, and increasing concerns about European security following Russia's actions in Ukraine in 2014.
At the 2010 Lisbon Summit, NATO adopted a new Strategic Concept defining its principal security tasks, including collective defence, crisis management, and cooperative security.
During the 2011 military intervention in Libya, NATO implemented a United Nations Security Council mandate involving the protection of civilians, enforcement of an arms embargo, and establishment of a no-fly zone. Rasmussen oversaw the alliance's political coordination during the operation.
At the 2012 Chicago Summit, NATO introduced the Smart Defence initiative, intended to encourage member countries to coordinate military capabilities and share resources.
In Afghanistan, the alliance continued transferring security responsibilities from NATO-led forces to Afghan national forces.
Following Russia's annexation of Crimea in 2014, Rasmussen supported strengthening NATO's collective defence and military readiness. At the 2014 Wales Summit, member states adopted the Readiness Action Plan and agreed to move toward spending at least 2 percent of gross domestic product on defence.
His term ended on September 30, 2014. Former Norwegian Prime Minister Jens Stoltenberg succeeded him on October 1, 2014.
Rasmussen Global and International Advisory Work
After leaving NATO, Anders Fogh Rasmussen established Rasmussen Global in 2014, an international political consultancy operating from Brussels and Copenhagen.
The company advises clients on international relations, European Union policy, defence, security, energy, strategic industries, and geopolitical developments.
In May 2016, Ukrainian President Petro Poroshenko appointed Rasmussen as an external adviser. His work included advising on international relations and Ukraine's political and economic reforms.
He also established initiatives bringing together international political figures and experts to discuss Ukraine's relations with Western institutions.
Ukraine Security Guarantees and the Kyiv Security Compact
Following Russia's full-scale invasion of Ukraine in February 2022, Anders Fogh Rasmussen became involved in developing proposals for international security guarantees for the country.
On May 24, 2022, the Ukrainian government announced the formation of an international working group co-chaired by Rasmussen and Andriy Yermak, then head of the Office of Ukrainian President Volodymyr Zelenskyy.
The group included former government officials, diplomats, military specialists, and international security experts.
On September 13, 2022, the group presented recommendations known as the Kyiv Security Compact. The proposals called for long-term military assistance, defence cooperation, economic support, and security commitments from Ukraine's international partners.
The recommendations also addressed financial assistance, sanctions mechanisms, intelligence cooperation, and measures intended to reduce the risk of further military aggression.
The compact was presented as a proposed framework rather than an agreement that had already been formally adopted by the participating governments.
Alliance of Democracies Foundation
In 2017, Anders Fogh Rasmussen founded the Alliance of Democracies Foundation, an organization based in Copenhagen that focuses on democratic governance, international cooperation, and the relationship between democracy and technology.
The foundation established the Copenhagen Democracy Summit, first held in 2018. The annual gathering brings together political leaders, researchers, entrepreneurs, and representatives of civil society.
In May 2026, Rasmussen participated in the Copenhagen Democracy Summit as the foundation's founder and chairman. The event included discussions about democratic cooperation, technological security, Taiwan, and international political developments.
He has continued participating in public discussions concerning European security, transatlantic relations, NATO policy, and support for Ukraine.
Political Views and Publications
Anders Fogh Rasmussen has written books addressing taxation, economic policy, liberal political theory, government, and international affairs.
In his 1993 book From Social State to Minimal State, originally published as *Fra socialstat til minimalstat*, he argued for reducing the economic role of government and expanding individual responsibility.
His 2016 book The Will to Lead: America's Indispensable Role in the Global Fight for Freedom examines United States foreign policy and argues for continued American engagement in international security.
In 2022, he published At træde i karakter, the first volume of his memoirs, discussing his childhood, family background, education, and early political experiences.

Anders Fogh Rasmussen married Anne-Mette Rasmussen in 1978.
